Here I start with a truism, that is a tautological statement that the ethnic based Ethiopian federalism is a contradiction and destructive, and should be dissolved: only a unitary system constituted by regional administrative structure is viable for Ethiopia. How do we structure administrative unites? One viable system is the river basin administrative structure as suggested by two brilliant engineers a year ago discussed in a section below.
A number of Ethiopians in the Diaspora talk or write about “democracy” with such intensity that they may give to an outsider the impression that they may be worshiping some god called “democracy.” The irony is that we Ethiopians in general are not democratic as individuals or as a community. We are much more militaristic and hierarchical than we imagine. However intensely we bring up the subject of democracy in most of our discourses, it is yet mostly superficial and has no firm grounding in the lives of those of us who incessantly talk or write about democracy. But not all ethnic communities have the same degree of susceptibility to the goading of brutal leaders such as Jawar Mohammed, Dawood Ibsa, or the deceased Meles Zenawi or the living current TPLF’s hardliners. So far, from what I have observed in the last three years, it is the Amhara community that is far less brutal, far more tolerant of difference, far more restrained from criminal murderous rampage than Oromos and TigrIans within their respective Kilils. I favor commissioning a new strike federal security force of fifty thousand strong from Amhara regions of Raya, Gojjam, and Menz.

I hold Jawar Mohammed, Bekele Gerba, and Dawood Ibsa as the foremost individuals responsible for all the brutality and murder carried out in Oromo Kilil soon after the murder of Hachalu Hundesa by operators allegedly working for OLF/Shene and TPLF, with Egypt as the overall instigator and financial sources . My reaction to the atrocities committed against innocent unarmed civilians in Oromo Kilil is recommend execution of all such barbaric leaders immediately and display their bodies in the Arisi, Zuwai areas. The most extreme form of punishment should be exactly an eye for an eye, Hammurabic justice, to be meted out against their innocent children, wives, relatives hunted down in Western countries where they are living. The savagery against those killed in Oromo Kilil (Shashemene, Zuwai) is not random acts of violence, but carried out with such deliberate planned brutality to scare off families of non-Oromo background. That is what has ben advocated by the individuals identified above for the last two years after they were given a chance to join civil society. Instead what they have done was to setup a brutal savage system of ethnic cleansing.
Already a second wave of violence and massacre is being called for openly in the demonstrations held around Oromo Kilil (Shashemene, Zuwai) areas yesterday with a demand to free the criminals Jawar and Bekele and others. This is the right time to move Federal Security Forces and arm civilians from the area and use force against anyone disturbing the peace, demonstrating, disrupting movements on public highways et cetera. It might even be necessary to eliminate the individuals in custody or those who are escaping justice out in the community who are the sources of all the upheavals and the violence against non-Oromos. what I find truly tragic is the fact that Dawood Ibsa and Bekele Gerba had suffered in person incarcerated under torture and degrading conditions for years did not have empathy to those who suffer now in the Kilil they are dead set to cleanse.
Change Amhara Kilil Leadership, Arm Ethiopians
To a great extent, in several articles, I had warned PM Abiy Ahmed that he was failing in his responsibility to protect non-Oromo Ethiopian civilians in Oromo Kilil from such brutal attacks. To begin with, right from the start of Abiy Ahmed’s Parliamentary election in 2018, I was opposed to allowing known terrorist groups into the country without first putting in place written agreement and open declaration of disarmament and predicted disaster in the future. What I predicted happened. It does not take a genius to see such eventuality. For some inexplicable and amorphous reason, Abiy Ahmed chose to tolerate even personal attacks on him through their outrageous public commentaries.
I have repeatedly pointed out also that the Amhara Kilil was being led by incompetent narscisstic individuals, such as Demeke Mekonnen, who were only interested in their own well being by sucking up to the TPLF leaders for a long time and only shifted gear to the new Leadership of Oromo Queerro based power structure. It is amazing that I find in numerous articles, even after all the mishap, Amharas who admire a deranged brutal man, Gen Asamnewin Tsige, who had the best chance to turn things around, but due to his unbelievable stupidity and impulsiveness ended up destroying the nascent Amhara power base. He murdered in cold blood unarmed high officials of the Amhara Kilil.
The Fate of Abiy Ahmed in the Hands of Jawar and collaborators
I do not want to think about what would happen to the very mild-mannered polite man, Abiy Ahmed losing the struggle for political power to the likes of Jawar Mohammed. If Jawar and his criminal collaborators had succeeded in their diabolical scheme, Abiy Ahmed would have died a painful death in the hands of Jawar. His body would have been dragged, mutilated, his eyes pulled out, and his face demolished. You people simply do not understand the depth of evil in Jawar Mohammed. This is a man who fits the profile of a psychopath, a person like Hitler with tiny fingers, a sexually frustrated individual, with very poor self/body image.
The violence against Abiy Ahmed will not be limited to him and his supporters but would have been extended to his family members, his wife and their children. Jawar, Dawood, Bekele, Sebhat et cetera are not civilized men, but brutal savages with credentials that camouflaged their savage inner cores. Such individuals are beyond redemption or reformations. The only safety against them is to liquidate them, in order to save millions of Ethiopians from future disasters. I respectfully address you, PM Abiy Ahmed, to fight for your life and the lives of Members of your Family. Fight for your fellow Government Officials. Fight for the lives of Ethiopians. If Need be, invite Military help from other friendly countries, such as African Union Members, China, Israel, Qatar, Mexico, India et cetera. Do not just be a sitting-duck target, but move, organize, arm, and strengthen your security guards. PM Abiy Ahmed, please, do not underestimate your foes, especially Jawar and Bekele.
Elitism, Ethnicism, Federalism, and Social Consciousness
If we reflect for a moment on the history of Imperial Ethiopia, we note that the Emperor and his order of Government structure cannot be that easily delaminated from the people of Ethiopia. The Ethiopian family structure was, in fact, the target of rebellion by the students of the time. Ethiopian students mainly fought for their own liberation from the tyranny of their fathers and the family hierarchy, and not, as often claimed, for liberation of Ethiopia ’s “masses”. Such psychological state of mind of Oedipus-complex had a disastrous effect on our Ethiopian political life to this date. Now the target is not the head of the family, but the neighbor with a different ethnic background.
The lashing out at the least protected member of society is typical of a primitive and morally deranged community and group-thinking. Those Oromo thugs in Arisi (Shashemene, Zuwai) areas that committed unheard of brutality against unarmed non-Oromos will still live in poverty worse off now since they have killed the hen that lay the golden eggs. The problem of poverty in that region or elsewhere in Ethiopia is very much the individuals themselves—their ignorance, primitive underdeveloped morality, lack of knowhow. It seems a biological factor more than a social construct to be at work.
I have never supported federalism based on ethnicism or on language for Ethiopia. I believe in a “Unitary” system with local autonomous provincial administration and with incorporated urban structures as needed. The fact remains that a handful of Ethiopians created the disastrous socio-political experiment and not a manifestation of populism. I too, along with very many Ethiopians, wrongly had blamed Samuel P. Huntington from Harvard for the type of “Federalism” as practiced in Ethiopia. However, recently published material vindicates Huntington, for he had warned Meles Zenawi and his Government the risk of basing a political structure on ethnicism in a country like Ethiopia.
The administrative state structure proposed by Engineers Engidashet Bunare (Water Engineer) and Shiferaw Lulu (Hydrogeologist) goes a long way both as concrete solution to the ongoing ethnic conflicts and an inspirational futuristic proposal. Engidashet Bunare and Shiferaw Lulu have laid out a truly constructive science-based and statistics backed proposal to replace completely the divisive Kilil system of state structure in a white paper titled “New Ethiopian Government Administrative Boundary System for Unified Nation Building.” Accordingly, the new state administrative structure proposed by the two Engineers will constitute of the following administrative states: 1. Abay basin state; 2. Awash, Ayisha and Denakil basins states; 3. Baro-Akobo basin state; 4. Genele-Dawa basin state; 5. Tekeze and Mereb basins states; 6. Wabi-shebele and the Ogaden basins states; 7. Omo-Ghibe basin state; and 8. Rift valley Lakes basin state. Moreover, I suggest that the two Engineers change all references in their Proposal to a “Basin State” or “Basin States” to “Administrative Region or Regions”. It is important also that we avoid any reference of a separate sovereign entity within the State of Ethiopia. Most importantly no administrative regional/basin Flag, but only Symbols attached to the inner corner of the Ethiopian National Flag of Green, Yellow, and Red horizontal striped Flag.
Change the Ethiopian Currency
One effective way to have everyone at a fair starting point in our new political race is to give the Ethiopian Government full control of the Ethiopian Currency distribution and legal circulation. Right now, billions of birr is not properly accounted for and its circulation is not fully documented because of the fact of corruption and looting of banks and savings of in private safes of wealthy Ethiopians. It is often alleged that the black-market is fueling the steep devaluation of the birr to its rate of exchange. There are several ways that the Ethiopian Government could utilize to decrease such black-market fueled devaluation of the birr, such as strict control of the circulation of the birr, changing the currency and replacing it with new Ethiopian currency, adopting a foreign currency as Ethiopia’s official currency, et cetera.
The best move is to change the Ethiopian birr and replace it with a new currency. This will effectively cut down on the amount of the birr that is being used by the TPLF leadership in financing violence in the rest of Ethiopia, especially in Addis Ababa and the surrounding region, in Harar, Dire Dawa, Arisi and soon in Sidama regions. The serious problem in such currency change is of time, for it takes at least two years to develop the design, dye, and proper security features for a new currency. In the interim period, the National Bank might start a registration of the old/current birr owners and take custody of the birr they possessed by issuing them receipts that are non-negotiable and cannot be passed to third parties or be used as collaterals et cetera. The cutoff date for such registration and deposition will allow the Government to record and control the circulation of birr. However, there is great danger in carrying out making such major currency printing and introduction taking out of circulation completely the current birr. It must be done efficiently and properly. any corruption in that process will result in disaster and the possible collapse of the Ethiopian economy.
Unusual situations require unusual responses. No Ethiopian Government in my experience has been tested with numerous mind-blowing governance problems as is the case with the Government of Abiy Ahmed. Declare OLF, OFC, TPLF as Terrorist Organizations. Nationalize their property and bank accounts and pay from such funds to the victims of the violence and destruction of their property after the murder of Hachalu Hundesa.
It is quite unusual to see in the history of any nation that its successive leaders have some psychological incapacitating problem of being bastards, or too short, or too ethnic, or too illiterate, or too rustic, or too fearful, or too banda et cetera. One may naively think that such features are irrelevant to the determination of good leadership. But such holistic assessment of leaders is necessary in order to appreciate the intricacies of what goes in to constituting a person. Considering Abiy Ahmed, he is far less incumbered with such negative attributes compared to other Ethiopian leaders.
Building on that theme of magnanimity in a leader, I urge Abiy Ahmed to let go Eskinder Nega. Eskinder is a harmless idealist in the cast of a Gandhi or King. There is no moral equivalency between the activities of Eskinder Nega as distinct from those activities of Jawar or Bekele or any of the leaders of the TPLF. Thus, detaining Eskinder at this time for some nebulous crime of disturbing the peace or of the social order by distributing leaflets is far less of concern for the welfare of the residents of Addis Ababa. It looks very lopsided treatment of political activities. Just let him go.
Even with all the pitfalls in generalizing a complex people and with the risk of drawing a simplified identification, I do not think of us Ethiopians as uniquely parochial. True that we are foremost Ethiopians, an identity forged by thousands of years of pounding by the hammer and anvil of history shaped into a tempered distinct people (singular). What individuals think in their private moments and/or do in their communal lives affect social order and the shape of the public good. The tragedy of Ethiopian current political situation, in the main, is due to such distortions and corruption of the individual in those formative years. The radicalization of Ethiopian students in the 1960s is reactionary to such extent that its focus being individual lives of the students themselves even though the surface explanation and agitation is all about the Ethiopian “Masses.”
It is not an exaggeration when I state that there is much animosity and hate in the lives of Ethiopians, especially in the political lives of Ethiopians back home and/or in the Diaspora. Writing in the best interest of the public without biases or prejudices is a mark of a wise person, but it requires also moral courage and excellent academic training and native intelligence. Ethiopian elites seem to be very timid, or too conniving, too selfish, and too aloof to do much honest writing. But they are very generous in giving money when asked to help other Ethiopians in need of support. God Bless Ethiopia. Ω
